Bicycle Colorado's Complete Streets Campaign on a Roll After more than two years of meetings and drafting language, Bicycle Colorado is proud to announce that the Colorado Department of Transportation's (CDOT) Transportation Commission has adopted a groundbreaking statewide Bicycle and Pedestrian Policy. The new policy directs that, "...the needs of bicyclists and pedestrians shall be included in the planning, design, and operation of transportation facilities, as a matter of routine..." Division of Transportation Development Director Jennifer Finch stated, "This is a change in philosophy for the Department [of Transportation]." Bicycle Colorado's Executive Director Dan Grunig said, "We have passed positive bicycle legislation and overturned bike bans, but passing this policy may be the biggest step we've taken towards bicyclists being treated as legitimate road users." The purpose was to learn from each county's efforts on canyon roads to improve interactions between bicyclists and motorists. Participants came away with positive strategies on patrol times, enforcement practices, and education opportunities. Boulder County created a working group of residents, bicyclists and law enforcement to address safety improvements in Boulder area canyon roads. Plus bicycle commuting increased by 13% in the state from 2007 to 2008. The ranking is based on the percentage of commuters who commute primarily by bicycle. Despite the number of commuters choosing to bicycle to work, Colorado ranks a disappointing 39th in per capita funding for bicycle- and pedestrian-related infrastructure. Bicycle Colorado has been invited to participate in meetings with part-time Colorado resident Lance Armstrong and Governor Bill Ritter. Armstrong is proposing to revive a Colorado based stage race like the Coors Classic in the '70s and '80s. Bicycle Colorado is helping connect partners and promote the economic benefits of showcasing Colorado in a stage race format. Armstrong says Colorado is a natural race venue, with many professional riders and good terrain. "I think it's an exciting idea. You have a state that makes a lot of sense for obvious reasons: its history, its tradition but also the current crop of great young American cyclists and teams," Armstrong said. Ritter says the state is faced with a serious budget crisis, but there may be a way for the state to help Armstrong revive the race by August 2011 if Armstrong can find supporters.
